I agree, from the photo’s she looks very fake. It might be different in real life, but going just by the pics, she looks like any other store dummy but with more makeup.

Well, it is the state capitol, Maegan. And telephones were already old news by this time; telephone companies first got started back in the 1870’s (sixty years before the mannequin was put first put up), and you could call across the Atlantic already by the 20’s.

But this isn’t the Atlantic. It’s the desert. A lot of people in Mexico NOW don’t have phones.

There would have been a fair number of the wealthier Mexicans in town, though, and they would have had telephones.
