Well yeah obviously, but I don’t think the purposely ignorant public would go and sever lines of communication.  I mean come on they are lazy, and that would be some work to do that.

Sabotage?

Dutch “quality newspaper” NRC is reporting that a spokesman of the International Telecommunication Union ITU, a branch of the UN, has said that the damage to the cables might be “sabotage”. I have not found any English sources however, not even on the ITU website.
