The first reason that I didnot think it was funny, was when the main character, (played by Tom Hanks) Victor lost his meal vouchers. The janitor refused to listen to him, and would not let him reach back into the trashcan to pull them out - so Victor ate saltines with condiments (mustard, ketchup, and mayonaise). My grandmother’s aunt did that for many years. She would walk up to a coffee stand, buy a cup of coffee, and take all the crackers, salt, pepper, and condiments she could carry…and that’s what she would eat for the day.
And the “nemesis” the officer in charge of the situation was trying to push Victor into breaking the law, in order to make him someone else’s “problem”. I was just sick over things my own country could do. It was supposedly based on actual events (which might mean nothing at all), but b/c the filmmakers were American, the things going on were from their own perspective of what should or could happen in that siutation.
