I think his sense of humour is the joke.

Simon Quinlank is a character that was a regular feature on two BBC programmes in the 90s.

Not the funniest character, but the rest of the programme is very funny. I’ve recently been watching clips on youtube, including the unaired pilot episode of Fist of Fun.
