council workers have nothing else to do when not on lunch except be mean Boo. Oh, sorry, apart from having a smoko. And morning tea. And afternoon tea. And elevensies. And another smoko. And an afternoon nap. And then knocking off early. But in between all that, they have nothing to do but be mean.
