Hoax or for Real? (Not Enough Bicycle Helmets)

Okay, here is something we know for a fact, in India..
One fine day, the Indian Government decided that all two wheeling people
should wear a helmet.
The Indian police, being the obedient people they are, started stopping all
those without helmets and fined them.
Within a month, it was found out that there weren't enough companies to
churn out the needed helmets (With a ISI mark, the Indian mark for quality)
and the order is still on stay!
