Just looking briefly over the site, I don't see anything that would indicate to me that it's a hoax. Sure, the whole thing about measuring the electrical fields emitted by the fish (or whatever they do) sounds a little odd... but a lot of biotech comes across as odd. I'd guess that it's perfectly legitimate.

It's not only the fishy business(!) that got me - it's also the accompanying photos, and the text, which appears to me to be jargon, with no substance. If you'll have more time for a later look I'd be grateful.
A google search for 'Biological Monitoring, Inc' turns up a whole bunch of references to them, so I'd say they have to be real.
As for the jargony text, that's just par for the course for a startup biotech company. I worked for a year as a pr consultant to biotechs (helping them write their webpages, annual reports, etc.), and I saw a lot of stuff that was a lot worse than what you see on BMI's webpage.
